GDD has devoted itself to making a general scheme for the development of this district in the past year and has done a lot, collecting information, working on statistics and compiling materials, in a bid to enhance the independent innovation capability and realize a development mode change from a need-driven one to an innovation-driven one.
Improving investment quality GDD has done a good job in attracting investments. Actively innovating the investment ways and focusing on possible projects by the world¡¯s top 500 corporations, new and high-tech projects as well as modern service projects, GDD has secured a large batch of scientific and technological innovation projects including those funded by Microsoft, IBM, Intel, Oracle, Besco, South China Sea Marine Biological Technology National Engineering R&D Center, and the National Engineering Research Center of Genetic Medicine. Of them, the IBM Software Innovation Center has been put into operation and more than 3,100 software professionals have been trained there. The project of Microsoft (China) industrial base has initiated construction, so has the Intel Guangzhou International Safe Data Solution Center, which is expected to offer services of software development, data safety and data exchange to multinational corporations and banks in the Asia-Pacific region. Increasing input for scientific and technological innovation GDD hammered out or amended five policies for the development of science and technology including the Regulation on the Management of Fund for the Development of Science and Technology in Guangzhou New and Hi-tech Industrial Development Zone in July 2007. According to the new policies, GDD has increased the fund for the scientific and technological development to more than 100 million yuan and expanded the fund use to 15 items from the original seven items. And it provided 100 percent of the mated capital to State-level scientific and technological projects, 70% to province-level ones, 50% to city-level ones. In addition, GDD has allotted more subsidies for the development of intellectual property rights and related standards and increased award incentives to scientific and technological inventors. The policies have helped greatly to stimulate the enterprises¡¯ enthusiasm for independent innovation in the district and GDD witnessed an obvious increase in the applications of scientific and technological projects. In 2007, GDD followed the State goal of building ¡°innovative science and technology zone¡± and enhanced its overall innovation ability. Estimated statistics indicate high and new technology enterprises in GDD realized a total revenue of 141 billion yuan last year, breaking the line of 100 billion yuan for the first time and recording a year-on-year growth of more than 70 percent. These enterprises created an added value of 35 billion yuan, up 40 percent and accounting for more than 90 percent of the GDP of GDD. Science and technology professionals in the GDD reached 120,000 last year, up 20 percent from 2006 and accounting for nearly 90 percent of the employees in GDD. According to statistics from the district science and technology bureau, there were 3,060 patent applications, up 25 percent from 2006. A total of 1,800 patents were authorized, up 58 percent year-on-year. Among them, invention patent authorization reached 450, up 47 percent from 2006. On average, there are 30 authorized patents among every 10,000 employees, far beyond the requirement of 20 pieces set by the innovative science and technology park in 2015, marking that GDD has become a leading development zone in the sector in Guangzhou. At present, 54 enterprises have been verified as newly set up high and new technology enterprises and 39 have been affirmed as high and new technology enterprises, bringing the total number in GDD to 293. From January to October 2007, the scientific and technological firms in GDD submitted applications for more than 800 State-level, province-level and city-level projects, 20 percent more than the figure in the whole of 2006. According to conservative estimates, 250 projects have been authorized, including 70 State-level and 95 province-level ones, and have obtained subsidies surpassing 130 million yuan 41 enterprises were recognized as emerging hi-tech enterprises; and 19, hi-tech enterprises, adding the total number of hi-tech enterprises in this district to 257.
Supporting hi-tech enterprises to go listed There are seven listed high-tech private-sector enterprises in this district. Guangzhou Yueshou Industry Co Ltd has been successfully listed in Hong Kong, while other nine enterprises preparing for listing including Tech-Long, VTRON and Xiangxue have got supports and guidance from the related departments of GDD.
Innovation carrier enhanced The construction of the apartment building for scientific and technological professionals in Guangzhou Science Park, with an investment of 400 million yuan, has been started. The project will offer apartments covering a cumulative area of 110,000 square meters. The 430,000-sqm comprehensive research and development incubation section will soon be put into operation and the total incubation area in the whole district will be more than 1 million square meters and a large-scale incubator cluster for hi-tech enterprises will be established. A good innovation carrier for research and development of science and technology, transformation of scientific and technological achievements, and development of projects undertaken by people with overseas educational background will be set up. Of the 2,198 enterprises incubated or undergoing incubation in GDD, 746 enterprises have just been incubated, 554 have become industrial enterprises, and 1,416 enterprises are still undergoing incubation. In this district, more attention will be paid to developing creative industry. The GDD Creative Industry Building, covering an area of 30,000 square meters, will be located in the Building Cluster B of the comprehensive research and development incubating section of the science park, with the construction of GDD Creative Industry Park visualized. GDD aims to turn Guangzhou Science Park into a clustering area and purchasing base for the creative industry in the Pearl River Delta, as well as an industrial design center. Some projects of this district have been promoted in Hong Kong and Singapore. GDD plans to build the science parkn into an important financial and high-tech service area within three years.
Industrial clusters stimulate regional innovation Innovative industrial clusters of electronic information, biology, new materials, new energy and energy-saving and environmental protection technology, as well as advanced manufacturing have taken shape in GDD. According to statistics, there are 366 enterprises in the electronic information industrial cluster of the science park, with their production value reaching 50.9 billion yuan and making up 60 percent of the electronic information total production in Guangzhou in 2006. Many independent intellectual property rights and brands became eminent during the development of the clusters. The high-tech enterprises that are excellent in technology and market share and the titles they have got are listed as follows: (1) Guangzhou Kingfa Sci & Tech Co Ltd, the biggest modified plastic R&D and production base in China; (2) VTRON Guangzhou, the most advanced high-definition, large-screen and digital display wall manufacturer in China; (3) Comba Telecom Systems (Guangzhou), the leading product and solution provider wireless transmission and covering in Asia; (4) Guangzhou Haige Communications Group, the biggest R&D and production base for short wave and ultra short wave military and civil communication products in China; (5) DaAn Gene Co Ltd of Sun Yat-sen University, the earliest fluorescence quantitative PCR test organization with the most advanced technology and the biggest market share in China; (6) Netease Interactive Entertainment, one of the most advanced Internet technology enterprises; (7) Submit Life Science, a state-of-the-art R&D and production firm of regenerative medical engineering materials and bio-artificial organs; (8) Guangzhou Tech-Long Packing Machines Ltd, the biggest and most advanced beverage packaging machinery R&D and manufacturing enterprise in China; (9) Digital China Holdings Ltd, the second biggest financial solution provider in China and the only local high-end consulting service provider; (10) Guangzhou Devotion Thermal Technology Co Ltd, an enterprise with the world¡¯s most advanced energy-saving technology for substituting oil for refinery coke and biomass fast pyrolysis for bio-oil production technology.
The advantages of six platforms Platform integrating production, research and study GDD will provide 5 million yuan as seed capital for research and cooperation and will invest 10 million yuan each year for research and development of related projects. The district has set up a cooperative and interactive system with over 30 universities and research institutes for related scientific and technological projects and has partnered up with over 50 national and provincial key laboratories for sharing the R&D resources.
Platform for financing service Two venture capital companies have been established in GDD and 75 small and medium technology-intensive enterprises have benefited from the venture capital of 613 million yuan. GDD has initiated the construction of the financial innovation service zone and aims to develop the zone into an area with innovative financial businesses as the core business, with traditional financial businesses as the supporting businesses in five years. To differentiate itself from the financial center in the Pearl River New Town, the zone in GDD will gather different financial institutions and develop different financial businesses, offering front, middle and background financial services across the board.
Platform for public technological services Ten public technological platforms have been set up, including the software testing center and the low-temperature lab. Different types of common laboratories have been constructed, too. More than 4,000 apparatuses have been installed.
Platform for intermediary services Over 70 agencies have been attracted here to provide intermediary services related to law, accounting, patent, consulting and testing and certification and HR.
Platform for training and communication The annual event of Guangzhou Convention of Overseas Chinese Scholars in Science and Technology attracts talents of different innovation abilities. GDD has offered tailor-made training programs for IBM, Whizen Technology, Daley Group and so on, and has trained nearly 20,000 people.
Platform for promotion and protection of IPR GDD has set up its intellectual property office to focus on the creation, management, implementation and protection of intellectual property rights. Along with the improving environment for scientific and technological innovation, the innovation clusters of electronic information, biology, new materials, advanced manufacturing, new energy, energy saving and environmental protection technology have taken form. GDD is increasingly technology-intensive and is on its way to the growth stage of independent innovation.
